§ 8.4. Public Improvements Program

  • The purpose of a public improvements program is to set forth a comprehensive, long range approach to planning and financing major public improvements. Such a program would include: (1) listing all major improvements contemplated for a given period of time, (2) elevating the improvements in accord with planning goals, (3) establishing priorities, (4) scheduling proposals, and (5) setting forth a financial program of implementation.

    A public improvements program can encourage the development of some areas while discouraging the development of others. The location of public facilities and utilities can and does influence development.
