§ 2-37. Duties and functions.

(a)

The governing board of the Roosevelt Memorial Airport shall meet for the purpose of conducting business at least once every six (6) months.

(b)

They shall elect each year a president and a secretary of the governing board from among their membership.

(c)

The president shall call the meetings of the board as needed, and shall serve as chairman of these meetings. He shall also call a meeting at any time if requested by any three (3) of the members.

(d)

The secretary shall notify all members of the date and time of such meetings, and shall keep minutes of the business conducted. He shall submit a copy of the minutes of these meetings to the county clerk within fifteen (15) days to be filed as a record. (Clerk's office can provide typing and xerox assistance to the secretary, if requested.)

(e)

In the absence of the president or secretary, the membership present shall elect a president pro tem, or secretary pro tem to serve in that capacity until they return to duty.

(f)

A quorum of the membership necessary for the conduct of business shall include:

(1)

The president and any two (2) voting members; or

(2)

The president pro-tem and any two (2) voting members.

(g)

The president, or president pro-tem, of the governing board shall not vote on any issue, except in the event of a tie vote.

(h)

The governing board shall:

(1)

Develop and encourage use of the Roosevelt Memorial Airport by all citizens of the county.

(2)

Make recommendations to the board of commissioners concerning matters of personnel, fees, finance and maintenance, suggesting changes or improvements where needed.

(3)

Keep accurate records of receipts and disbursements, and shall turn copies of such records over to the county clerk monthly.

(4)

Offer public service advertisements annually in county papers to inform citizens of services offered, fees charged and other information pertinent to the use of Roosevelt Memorial Airport.
